% of Mueller report that is unredacted will be the % of money the WH gets in next budget

So if 50% of the Mueller report is unredacted to the public, then that means if the White House wants programs A, B, C funded, then it will only get 50% funded.

I think that's fair.

if the report is 25% redacted you would want a 25% cut in budget not a 25% budget. Otherwise a 75% redaction would get a better budget than a 25% one.
