2. Yes.

 

To protect continuing investigations.

To protect the identity of agents, whistle blowers, or other persons who might be unnecessarily harmed.

To protect tactics.

And of course, depending on who is doing the redacting, to protect the guilty.

3. If released IMO it could contaminate the ongoing investigations by exposing sensitive information

to the guilty and the like possibly aiding the defense of the guilty and also exposing witnesses, etc.
