What's different from accepting vs asking for Russian help?

Is Mueller saying there is no conspiracy because there is no direct link of a quid pro quo?
That there was no offer and acceptance of something of value to form a contract ?

We know what the quid pro quo was, and Trump did it. He refused to implement the Russian sanctions that were passed by both Houses of Congress. Paul Manafort is the living proof of the quid pro quo with Putin.
