Until then, I don't think it is... in fact, I think it is going after abortion and immigrants BECAUSE it is weakening and starting to fail, it is picking on vulnerable targets with less power as a distraction from it's increasing powerlessness.

To do whatever it wants. It simply does not want to take on such things as drug prices as that would hurt campaign contributions.
