The prosecutors must have filed additional information under seal that satisfied Judge Sullivan’s concerns and made him reasses the propriety of his original order directing disclosure.

1. My guess is that it has something to do with the previous order

to provide a transcript of Flynn's conversation with the Russian ambassador. If this was material that was classified or obtained with a FISA warrant there might be something going on where the prosecutor can't/won't disclose it because it's classified, and maybe the judge ordered them to produce it for in camera inspection. But because it's classified maybe they can't even post the order? I think they were relying on the fact that it's described in the Mueller report but is there more to it?
