I had a friend who began writing letters to me (in ancient times, when people wrote letters) with random words and combinations of words in quotes. This new habit turned out to be one of the indicators for a very serious mental illness, possibly schizophrenia (though she never said). She really lost touch with reality and ended up hospitalized in a state institution (before it was closed), which was a shocking place to visit her when we were just 17 and 18. We both moved away and I didn't hear from her... then later learned she had died at about 23, I'm assuming from suicide. Unlike that depraved conman occupying the WH, she was a wonderful, sensitive person and also very beautiful... but faced some pretty traumatic life events, which I would guess exacerbated an existing vulnerability. It was very sad.
At any rate, given my friend's experience, the random quotation marks are another disturbing sign.

France 24 just covered this incident as well.They could hardly keep straight faces.

And have his homophones clear by now.
But it begs the question - was Donnie ever able to read or write like a normal person? If so, what grade level?
Being a pedantic speller myself, I take how people write as a sign of intelligence. Things like correct use of 'to, too, two' and placing an apostrophe in the right place.
Donnie doesn't rate highly on the written (or spoken) language scale. He is down there at the 'dumb shit' level.
