1. If they thought it was a mistake, they would pass an even bigger one to "fix" it.

In theory, sure, congress could revise tax law and the president could sign it. Or congress could override a veto.

Thr only catch is that you can't hike taxes retroactively. So they can't explicitly undo 2018 taxes, for example. But they could hike 2020 taxes on the rich.
