It only refused to block the spending while the case proceeds. The case is still before the Court.

IIRC it's the Sierra Club and it's at the 9th Cir.

The problem they'll run in to is that SCOTUS hinted that Sierra Club has no course of action.

They're not party to the suit, so they don't have any standing. They can weigh in on the merits of the case through in amicus brief, but that wouldn't have anything to do with pushing for a speedier decision.
