They're private, not-for-profit entities that operate with private funding.

Maybe Mr. Big Bucks can fund it himself or, as he usually does, find some suckers to pay for it and slap his name on it. I can only imagine what it would look like.

Presidential libraries aren't funded by the Feds. They might get some random dollars here and there, but largely it's donations.
