They could pass a resolution of condemnation... but if they pass articles of impeachment they can’t keep the Senate from doing whatever they want with it

Otherwise he might risk 51 votes going against Trump, (4 Republicans + Democrats) and that would look a lot worse.

If there aren’t any of them voting to impeach in the House, it’s unlikely that any will do so in the Senate.
