House rules limit debate for each amendment to 10 minutes - 5 minutes per side. By asking the last word be stricken, they're asking to replace the last word, which is treated as a pro forma amendment and starts the clock again.

Does that make sense?

Hit the nail on the head. It is the “offering” of a fake amendment so you have time to pontificate on whatever a Member wishes to babble about.
