There are no restrictions on what a president who has been impeached but not yet tried or convicted can do.

drumpf has exposed many needs, including revealing 10 years of tax returns before anyone can sign up to run for president, that alone would stop PUtin's rw oligarchs in their tracks for the future.

Because the powers of the President are listed in the Constitution. They can therefore only be restricted by an Amendment to the Constitution.

Impeachment does not take away any powers from a sitting President. Unless he is convicted in the Senate and removed from office, he remains the POTUS and can do anything a POTUS can do.

It's a very simple answer to all such questions.
