Who are the "WE"?

Last night Trump said: "It doesn't really feel like we're being impeached. The country is doing better than ever before, we did nothing wrong, and we have tremendous support in the Republican Party like we've never had before."

Trump was the only person impeached by Congress last night.

that one of the Republican defenses of Trump is that he never uses the collective or "royal we," so that "us" could only mean the US of A.
