allows local districts more control over charters:

School districts will have more power over the creation of new charter schools in their communities, and new teachers at charter schools will be required to hold the same credentials as those in traditional public schools (with the requirement being phased in over five years for existing teachers).

Disobedience was apparently one of the factors driving the increase in suspensions.

Most of the time when a child acts out it’s because they can’t manage the situation they are in. Sending them home doesn’t teach them anything and rewards them for inappropriate behavior. Schools that include teaching mediation have dropped discipline referrals dramatically.

Teachers have to suffer with behavior problems in the classroom.

charter schools are very popular even with those staunchly opposed to vouchers. Teaching has become a very difficult profession. Two good friends of mine gave up after 10 plus years due to discipline issues.

I don’t know what to think. Reductions in suspensions is always a great idea, but I didn’t see anything offered as a different tool.
