Who declares war in this country?

...Presidents do...

...it looks like we not only have to rebuild our economic system, we also have to rebuild out governmental system too...

...everyone's frightened to death and wrings their hands at the thought of Democratic Socialists taking control of our government and economy...

...well folks, this endless global economic, environmental and governmental mess we find ourselves today is solely brought to you by CAPITALISTS, CAPITALISM and their GREED...

only the Congress can, but under the War Powers Act of 1973, the President can commit troops but he has to notify Congress within 48 hours and unless Congress gives authorization, they have to begin withdrawing within 60 days with a 30 day withdrawal deadline.

That is why we have not had a declared war since World War II. All of the warfare we have conducted since then has been undeclared warfare. Congress long ago surrendered it power to declare war to the President. So many people have died since then in those "conflicts." I don't know how we can return to having more control over actions by Presidents.

More's the pity.

...all we have to do is count the number of wars and then the number of declarations of war to find the Constitution giving Congress sole power to make war is a joke...

...a joke on us with millions dead...

In 1998 Sanders voted in favor of the Iraq Liberation Act of 1998, which said: "It should be the policy of the United States to support efforts to remove the regime headed by Saddam Hussein from power in Iraq and to promote the emergence of a democratic government to replace that regime."

Later that same year, Sanders also backed a resolution that stated: "Congress reaffirms that it should be the policy of the United States to support efforts to remove the regime headed by Saddam Hussein from power in Iraq and to promote the emergence of a democratic government to replace that regime."

Sanders also voted for the 2001 Authorization Unilateral Military Force Against Terrorists (AUMF), which pretty much allowed Bush to wage war wherever he wanted.

Authorization for Use of Military Force - Authorizes the President to use all necessary and appropriate force against those nations, organizations, or persons he determines planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001, or harbored such organizations or persons, in order to prevent any future acts of international terrorism against the United States by such nations, organizations, or persons.
States that this Act is intended to constitute specific statutory authorization within the meaning of the War Powers Resolution.

a conflicting dichotomy.

On the one hand, Congress has the power to declare war (Article I, Section 8), on the other hand, the President is invested with powers as the Commander in Chief of the armed forces (Article II Section 2).

Congress, by passing the War Powers Resolution, attempted a legislative solution to a Constitutional issue.

Neither side (the Executive and Legislative Branches) are reluctant to directly challenge the resolution as doing so and losing would greatly diminish the loser's powers when it comes to control over the armed forces.
