Gutting the unions would provide maximum flexibility, Trump wrote in a memo published Thursday in the Federal Register, which was first reported by Government Executive.
Trump signed the memo three weeks ago, invoking national security to justify granting the Defense Department an exemption from the law giving all federal workers the right to unionize.

They've been attacking unions along with SS/Medicare forever. "National Security", my ass!

Belonged to a DoD union and the management didn't even take it seriously. Most personnel matters are covered by the CFR; raises are dependent on Congress. Federal unions are open shop, so the vast majority of DoD civilians do not even bother to join. Flextime, breaks, work-from-home are about the only issues for collective bargaining and those have now been established for many years and won't be taken away.
