Angela Merkel, Boris Johnson, or virtually any Western European leader, can demand the health system start testing everyone. These European leaders have their nation's health systems at their disposal.
Donald Trump does not have a national health system at his disposal. When Mike Pence was asked by a journalist about uninsured people getting tested he didn't answer. It's because he couldn't answer.
It's best to be upfront and honest. Two things Donald Trump isn't very good at.
