1. Considering that the population of Vatican City is only 1000

I think it is safe to say it was hacked.

What suggests to you that it was “hacked” as opposed to there simply being an error of some kind

Does the site have a corresponding twitter account or other contact mechanism?

5. As noted below, it was fixed.

I was surprised it wasn't fixed more quickly, thus my asking if it was hacked while the site was un-attended.

It may have been a database error, seems like quite an unusual data entry error.

4. It looks like it has been fixed now.

If I had to guess, I'm guessing the site was hacked temporary. The country in question chosen and value pic was too specific.

7. It was a hack

We apologize for the temporary disservice that you may have experienced. For about 20 minutes, our site showed clearly incorrect data due to a malicious act. We have investigated the issue and we're now implementing protective measures to prevent this from happening again. The other day we got hit with a big DDoS attack. Now this. We'll continue with our daily efforts and we'll not give up.
