Basically, when a job is difficult or just generally so shitty that no one else wants ut, or does it, you call these guys in. A blend of military and civilian scientists and engineers 35,000 strong that do what no one else can or wants to do.

They get beat up in the media because honestly, by the time you call these guys in, all of the "good" solutions are off the table and you are left with unpopular solutions.
