I know that when I listened to Gov Newsom (CA) I self quarantined right away. I think that was weeks ago, at least it seems like that.

NY has tested about 50 per 10,000
CA is difficult to get numbers for, but numbers in news reports from 3/25 and 3/26 indicate they've tested about 16 per 10,000.
Unfortunately, the number may be a lot lower than that. According to one report I came across, a large portion of the tests figure reported is on "backlog" awaiting processing, so shouldn't really be counted as "tested."
Also, the CA reporting system is "broken" as per this quote from an article in The Guardian
We are cobbling together various approaches, Susan Butler-Wu, an associate professor of clinical pathology at the University of Southern Californias Keck School of Medicine, told the LA Times. The whole thing is badly discombobulated ... I think 100% that the system is broken.
