When we are not testing very many people, we have no good way of knowing.

The number of people in New York who have died on their own has far, far exceeded the normal numbers.

Coroners do not have the ability to test those who have died and were not diagnosed. Plus many cities are finding people who died alone and with no family checking on them. There may be hundreds of those people out there. This is much worse than it looks on purpose, he didn't want them tested and see the numbers climb.
