someone applying for the job who has no clue what is actually happening behind the scenes. At least McCain had access to a little more info, but Romney is totally without information. He is most certainly NOT "President."

I think that is:
... underscore the pitfalls of
both

and

ie the construction is "the pitfalls of both <x> and <y>", with x being "presidents dealing with foreign policy crises in an election year", and y "presidential contenders -- lacking inside intelligence and real-time information about a crisis -- wading into the fray".

but I think, stylistically, the 'both <x> doing <y> and <a> doing <b>' version is more likely. Plus a "both presidents" remark is completely wrong, and National Journal is, I think, right wing but not wing nut.

One would almost have to hear that spoken to know the intent of the speaker. The accent placed on the word "both" could change the meaning depending on the emphasis or lack thereof placed on it IMO

From the amount of attention Romney is getting over this,
you'd think he WAS the prez, with Obama sort of standing
on the sideline like a second teamer.

Something is very wrong with this picture.
