"These courts smelled a rat," says Dan Tokaji, a professor of election law at Ohio State University's Moritz School of Law. "State legislatures overplayed their hand and got greedy. It was transparent that the real reason for these changes was to make it difficult for some people to vote."

He was trying to pin the state down on why these laws absolutely had to be enacted before this particular election.

"Overplaying their hand" has become typical of states with republican governors. In Ohio they tried snuffing public unions and were taken down at the polls. In Mississippi they tried to push extreme personhood laws and failed by the will of the people. Now in Pennsylvania they're scrambling like there's a ticking time bomb to pare the registration to only GOP voters.

Thank goodness for the checks and balances of government.
