Legally require all governors to — collect and report regular death totals of all medical examiners and coroners of their state. — provide daily numbers on the Internet of pandemic tests, hospitalization, deaths, locations for testing, hospitalization and overall help 5. Closely coordinate WHO, CDC and US Pandemic Response Team monitoring for spillovers and fact checked, confirmed international report 6. Invest in American manufacturing of all viral tests, reagents; pandemic supplies, PPE, masks, alcohol, sanitizing supplies. 7. Build manufacturing systems to produce diagnostic tests fast and in great abundance for national use. 7. Build better surge capacity of health care providers in all states, providing tax incentives. 8. Coordinate plans across states, cities, nations, and international agencies for containing infectious spikes. 9. Keep PPE and ventilator suppliers contracted. 10. Coordinate logistics for moving supplies, medicines across state jurisdictions. 11. Apply the best practices in testing, contact tracing, treatment and decontamination of public spaces, private work locations, N95 masks that have worked in this past pandemic. 12.Create Internet sites for national communications with daily updating of all locations for consistent updates of information and personal help, with multiple linked resources 13. Coordinate education of political leaders and the public to stiffen their wills to endure social distancing and quarantine monitoring. 14. Plan and execute better funding cycles. 15. Commit political will to pay up front for preparedness that might not be needed. 16. Invest in drug trials research, immune response building research. 17. Invest in and coordinate nationally the best ways to decontaminate private and public spaces. 18. Form a permanent congressional committee to conduct pandemic oversight, write pandemic funding proposals for national preparing, pandemic research, pandemic coordinating of supplies and medicine spending and distribution, and review pandemic GAO reports. 19. Establish national pandemic laws that hold federal, state and local officials accountable for failures of transparency in the executing of their duties and reports to state officials and the public 20.
