who is setting all these fires? Looters grab stuff and run.
Burning down banks, churches, stores takes planning.. fire starting equipment. Who are the fire starters? Important to know because the looters are being blamed for all the destruction. Looting is primarily smashing a window and grabbing the merchandise... much less destructive then BURNING DOWN THE BUILDING!!
