One consequence of a civil war and dissolution of the Union:

Loss of federal programs, the most consequential (IMHO) of which would be the end of the Social Security Program including Medicare, Medicaid etc.; also the loss of Veterans benefits. This would plunge millions into poverty or worse.

Who knows if or when any of these programs would be reinstated and at what level.

That's not to say we don't need a whole lot of change.
