Either they falsely believe they'll be reimbursed, they believe that the commercial opportunities outweigh the liabilities (e.g., restaurants, lodging, retail, etc.), or Trump will "make trouble" for them if they don't accept his "invitation" to speak (e.g., withhold federal funding, etc.)

Trump has a history of stiffing cities, banks, subcontractors, and the IRS.

When he leaves office, after the fumigation, there needs to be an audit. Just imagine the bill America is going to get stuck with.
