You could use the money on travel to your vacation home, but not for vacation home lodging expenses.

The bill “will encourage Americans to safely get out of their homes and discover or rediscover Arizona along with the rest of the amazing destinations our country has to offer after a difficult several months stuck inside,” McSally said.

Or going any main attractions like theme parks or concerts.

Better idea would be to give that money so anyone can spend it at any retail establishment not called "Amazon".

and living off savings, but there are a lot of people struggling to keep roofs over their heads and put food on their tables. They would probably be a lot better off with, say, $200 a week to help with basics.

Even if someone paid me, I'm leery of traveling much right now: I might do a day trip in the immediate area, but going to Arizona - and staying in a hotel - is still right out.

You get the money back after you spend it.

This is only for upper middle class and above, commoners need not apply.

How about GIVING unemployed people $4000 so they can buy groceries and pay rent?

It doesn't help average people with their expenses. It subsidizes the hospitality industry, and is a huge tax break for anyone wealthy enough to be able to take an expensive vacation.
