Why Trump might falsely say he told his people to slow down testing.

One of Trump's worst failures was that he failed to make testing a priority. He has been pilloried for our lack of testing and continues to be. Now he's also being pilloried for rising covid-19 cases in red states.

To a guy like Trump that's an opportunity. He lies and says his testing record is so great that it's the cause of the rising cases he's being blamed for. Each side of the lie sells the other. Both to his benefit. Too cynical or suspicious-minded? His testing is so great he wants to slow it down so he'll stop being blamed for the rise in cases (which only appears to be happening because his testing is so great).

He announces that he told people to slow down testing to make the other lies go viral in the media. He knows they'll run with it.

He's joking if you think he's rotten and want to hold it against him. He's serious if you're on his side.
