Fans can buy a pit pass which allows a person on pit road during practice and qualifying, but garage passes are not available for sale.
With NASCAR races being run with no spectators and limited to essential race personnel only, this was not a fan. When they say essential, they really mean it. Even the race and broadcast teams have a limited number of people allowed in compared to usual
This was most likely a crew member or track security
Edit to add that there is always the possibility this was a false flag incident

On Tuesday, the FBI found Wallace had not been victim of a crime after a noose had found in his garage at Talladega Superspeedway in Lincoln, Alabama, ahead of the Geico 500 on Sunday. The driver never saw the noose himself, as it was reported to NASCAR by a team member, leading the organization to launch an investigation into the incident.
The probe concluded on Tuesday, with the FBI determining the noose was in fact a pull rope shaped like an old-fashioned noose and had been in place from as early as October.
