Hitler, at his most popular election (1932) only got 37% of the popular vote in Germany. Well, there were almost 30 political parties vying for power at the time...

Sorry, I'm a German history nerd. I lived in Germany for 4 years and I took two college level courses on it and I've read a whole crap-load of books about this sort of thing.
