Right now he is trying to speed up lower classes of mail, as I understand it, 2nd and third class packages and do that to the detriment of first class mail. However the law still says first class is first class and goes first. Those mail in ballots are first class, so legally they can't be held up, as soon as a post office gets them they get priority. He thinks he can issue an EO to stop one type of identifiable first class mail? A mail-in ballot.
(Because most mail in ballots contain info on the outside that they are ballots.)
