1. Only 1 witness is required for the November 2020 election. This states a notary or two witnesses.
2. Ballot Request has to be received has to be received by Election Day, while a ballot has to be received by Election Day. This states that the absentee ballot must be received by 5 pm 7 days before the election.

Correct information from State Board of Elections for North Carolina:
Voting an Absentee Ballot
https://www.ncsbe.gov/Voting-Options/Absentee-Voting

Note: For the November 2020 general election only, only one witness is required for an absentee ballot. For all other elections, in the presence of two witnesses (or one witness if the witness is a Notary Public), the voter should mark the ballot, or if the voter is unable to mark the ballot, shall cause it to be marked according to the voter’s instructions.


Returning the Coted Ballot
Absentee ballots received after 5 p.m. on Election Day will be timely only if they are received by mail no later than 5 p.m. on the third day following the date of the election, and postmarked on or before Election Day.

North Carolina absentee ballot deadlines

In Person: Received by 5pm 7 days before Election Day.
By Mail: Received by 5pm 7 days before Election Day

The latter website now also states “ Voted ballots are due: Postmarked no later than Election Day and received no later than 3 days after Election Day, or delivered in person on Election Day.” which is correct but the first two sentences don’t say “ballot request” must be received 7 days before Election Day so it’s still confusing.

At the top of the vote.org website for North Carolina it states “Check our Voter ID Laws page for a list of acceptable forms of ID. When you get your absentee ballot, you'll need to fill it out in the presence of a notary or two witnesses, who will have to sign the ballot.“ but two witnesses are not required for ballots in THIS election.

I know we have to print our application (which can be found on board of elections website) sign in and mail it int. Just go to your board of elections website to request your absentee ballot.
