Why did the Senate Intel Committee decide to release the "Report" at this time?

It is controlled by the Republicans, so it would have been their decision.

Were they afraid that the truth would come out after the election so it was better for them personally and politically to say they released the report before the election because they had nothing to hide? (When in fact, they have been hiding it for 3 years)

What other reason could there have been?

The Republicans would not agree to release. This was small “cya “ maneuver to lessen a much bigger release of evidence

I'm thinking they were hoping that all or most of the focus would be on Joe Biden and his Jamaican-Indian-black-Asian woman running mate would make the most noise.

If you think your guy is going to win....sit on it until after the election. Hey, he's limited to two terms anyway (unless you ask Trump).

If he's going to go down in flames, drop it all out now, so you can say you didn't "do any favors" and it only took this long because they were being very meticulous on verifying the information.

Oh and yes, drop it during the convention or natural disaster so it gets lost and nobody asks hard questions.
