This is PROSPECTIVE legislation to be discussed and hopefully passed in the next Congress.

Basically proposing a bill that gives congress the power to 25th (not specifically not now but for the next congress).
In her interview with Craig Melvin, she said this is not
about Donald Trump but rather about ensuring the
succession should he become incapacitated.
She is putting together a bipartisan commission to
ensure the process is free and fair.
