the FBI was quite clear they had infiltrated the group and they were actively meeting and organizing to make it happen. For example, conducting surveillance of Whittman's vacation home.

Maybe the explosives and plans and surveillance and whatever else they have will be enough to put them away.

I'm guessing the infiltration phase was dragging on and on and they had to pull the trigger before any hard core criminal activity started.
