Neither the President nor Congress could impose any sort of code of conduct on the Supreme Court Justices. There are fundamental Separation of Powers issues involved there. Congress does have more discretion in this regard with respect to the U.S. Courts of Appeals and U.S. District Court because, under Article III, Congress itself is tasked with establishing the federal judiciary. But the Supreme Court answers to no one. When a Justice recuses him or herself from a given case, he or she is doing so at their own election.

2. There is already a judicial code of conduct but it doesn't apply to the SC.

Certain provisions of this Code apply to special masters and commissioners as indicated in the “Compliance” section. The Tax Court, Court of Appeals for Veterans Claims, and Court of Appeals for the Armed Forces have adopted this Code. "

This should be a mandatory rule in every court to help preserve their integrity. The honor system isn’t always honorable.
