Trump wanted one (he can ask for a recount if difference is less than 0.5 %), and SOS is ordering one. SOS is calling it an audit because as far as I can tell, nothing entitles Trump to a hand recount.

They were going to do a down ballot race but chose the Presidential because it was so close(and it would please Trump).

isn't actually what an audit is supposed to be.
For an audit, you check some of the ballots, not the whole thing.
