The system isn't equal by any means.
2022 will be decided once again by Democratic turn-out if this isn't fixed. An iffy proposition at best.

We still had the anti-trump vote that carried Biden, but messaging was not effective to win policy control in the Congress, or in the States. We need to learn, and not just assume.
