What Comes To The Minds Of The Repugs In Congress When They Say That Trump Pardons Could Backfire?..

They must have something in the back of their minds that say to them - Trump's pardons could backfire on him?

I want to know in what ways they think it could backfire? Or are they just thinking that the Trump pardoning would have some effect on each and every one of them in terms of their future electability.
