Are people looking at the entire Omnibus spending bill when criticizing the COVID19 relief bill?

It appears that the COVID19 relief bill is attached to the Omnibus bill and I've read people are confusing the two as being one and the same.

And the government will shut down if he doesn't sign the Omnibus bill, which isn't what we need right now. Meanwhile, he's supposed to go to Merde-a-Loco today.

Trump views it as one bill. He want the entire huge bill rewritten.
