Is he going to do a Motion to Proceed to Consider? He can do it. It is fully within his right as a Senator.

Most measures are brought to the floor by unanimous consent, but when this consent cannot be obtained, a motion to proceed to consider can be used to accomplish the same purpose.

It's only been done 28 times without consent of the majority leader. He needs to bring it up. Point out that Mitch Mcconnell did it in Oct. of 2013. Note the precedent. And then do it.

Motions made after the first two hours of a new legislative day to proceed to the consideration of bills and resolutions are debatable.

McConnell said at the end "I stand adjourned until 12 noon tomorrow." The Presiding officer caught that misspeak and smirked, then adjourned.
