If there's nothing in it for him, he just won't play so entirely dumped the whole thing on the states with no planning whatsoever. He's still killing us on purpose to steal our $$ for the repug reich wing.

Trump makes so many outrageous claims that no one at the state or county level actually took a roll out this year seriously. The states also don't have any money for what it would take to do the preemptive logistics on a roll out.
Combine that with a complete abdication at the federal level, and you have a perfect storm of incompetence.
