This could be why Congress "in recess" and isn't doing any official business in the building. I think they may be meeting in undisclosed locations.

1. The building was compromised.

Everyone has to assume devious methods were installed to spy and track. Security experts need to imagine the most unfathonable things they can to tackle this problem. It will be a pain to sweep, but there's no other choice.

Don't even get me started on what needs to be done to the White House.

2. You have to assume the worst.

I would wipe and replace everything. Also, there is a good chance that someone put a bug somewhere. There was clearly planning by the groups that did it. Foreign intelligence might have had advanced knowledge because the were told or just followed social media.
