All citizens of this country have rights. Even when it's not convenient. It's part of why it's been impossible to get a domestic terrorist law passed. The needle around those rights is far harder to thread.

So legally there's a difference and there's no point in pretending otherwise.

Americans pledge an oath to "support and defend the Constitution of the United States against all enemies, foreign and domestic."

Yet, I get your point. A terrorist is a terrorist.

And have ignored the home-grown variety for decades. Likewise, we have seen terrorists painted as "left-wing" when truth would warn of "right-wing" as more common and a more insidious threat.

So we need to call them out as right-wing domestic terrorists.

foreign terrorist coming from somewhere else.

Are you asking why do we have different words for things - well, it's so we can communicate. Lord knows communication is hard enough - we need all the precise words we can get.

Its not saying one is any better or worse, or any more or less scary than the other = in fact by my reading, use of the phrase is establishing an equivalency between the homegrown rw extremist fanatics vs the foreign extremist fanatics eg islamists, Isis etc. .... which is entirely accurate.
