Trump was not in DoJ and thus can't be investigated by the DoJ IG. Trump has to be investigated by the FBI.

The DoJ could still investigate anyone else, it would just fall under a different department.

but an investigation of 'it's own role' may very well include 'outside' evidence.

He can't investigate people not in DOJ.
