Upgrade of the plants within 2 years and open the state’s rainy day fund to immediately fund the effort with the utility companies to pay it back over ten years with interest.

And insurance companies should sue utility companies/ERCOT for reimbursements of claims

In the upgrades. Power companies need higher risk to “adjust” that balance Paying for the water damage would produce that additional needed risk.
