When will the federal government stop using the term "alien"?

I remember clearly that Prez Biden signed an executive order to remove the use of "alien" from all federal departments.
Well, I just saw a FEMA quote about funeral assistance for Covid deaths and they said, "alien" in the quote.
They clearly have not gotten the memo.

What is the acceptable term to use to described someone living in the US who is not American? “Foreigners”. Maybe too Xenophobic? Anyway, as far as I know, alien has a legal meaning. Isn’t “alien” used in the constitution? Sometimes we tie ourselves up in know over language. It’s like when someone decided “Latino” was sexist, so we’re supposed to use “LatinX”. We’ll go with that until somebody comes up with a reason why “Latin” does not sufficiently recognize the Native American/indigenous heritage of Hispanics (is that a bad term” I’m losing track.) I know I must sound like Tucker Carlson, but really. I’m starting to have woke fatigue my damn self. I’m a cisgender African American womyn until someone can pick that apart. ( I always preferred black anyway.) Ok rant over.

They are someone who is from a foreign nation whose presence in this country is a violation of US law. It's a correct term.

The problem is that so many fit this label.

We need a more flexible and adaptive immigration system. One tied to labor needs in this country. We should be making it easier for companies to bring in Ag labor legally and easier for those who want to come here to do that work to do so. Americans have shown they are not interested in doing that work.

On the other hand, at times like this, we should not be bringing in H1Bs for high paying tech jobs. Our unemployment is too high, and we should be also expanding programs to retrain the unemployed for new careers (especially with the upcoming mass job losses due to rising automation).

We probably do need better border security, just not some big stupid wall. This is not 2021 BCE, we have better tech than a freaking wall. Camera, drones, and response teams would be far more effective. Let's face it, despite our problems, this is still a land of opportunity compared to most of the world. There are more people who want to come here than we can handle. We need control and balance, which can only be obtained by forcing all aspiring immigrants through the proper legal channels.

Also treat those already here and in need of legal status preferentially for available visas.

In short, fix our legal immigration system and borders so we don't have millions here who are in that category.
