I'm no expert, but I thought a select committee of either the House or Senate solely consisted of members of that particular body.

(15,042 posts)Had they put together the bipartisan commission in conjunction with the Senate, then anyone could have been appointed -- both present and past members of both houses, as well as retired judges, respected historians, eminent writers. It would have been a nice way to go -- everyone would have gained, especially We the People.

(5,811 posts)First, show a little respect for the Speaker of the House. Second, there is no commission. The senate voted it down. Instead, there's a HOUSE Select Committee on the January 6th Insurrection. Only House members can sit on a House committee.

(15,035 posts)The House makes decisions for the House about how the House functions, which do not depend on the Senate's or Executive's or Judiciary's permission.
The House has set up a House Committee under House-written parameters for organizing House activities. It's pretty clear, even to a civics novice, who is eligible to be on this House Select Committee, and who is not (hint: House vs non-House).

I believe she has the power to a point Republican members. She cannot compel them to show up and do their jobs so. My understanding is that it's only a tradition that the minority party leader appoints it's members. I don't think the party structure in House administration has the force of law, other than whatever organizational resolutions they voted on back in January. So technically she could appoint all the Republican members, but it would be completely novel and unprecedented. Not the sort of precedent you'd want to live by in the future

SEC. 2. COMPOSITION.
(a) Appointment Of Members.The Speaker shall appoint 13 Members to the Select Committee, 5 of whom shall be appointed after consultation with the minority leader.
(b) Designation Of Chair.The Speaker shall designate one Member to serve as chair of the Select Committee.
(c) Vacancies.Any vacancy in the Select Committee shall be filled in the same manner as the original appointment.
