Change is likely to bring them losses of money and power. They don't want that.

want to be relieved from the burdens of democracy and too much freedom. That means freedom from personal responsibility that should be exercised by their leaders, who they count on to protect society from being corrupted by "inappropriate" pursuit of happiness.

Local governments run by local powers have often been authoritarian, limited far more by state and federal law than their own citizens. (“In America Negroes do not have to be told what fascism is,...”) We also had scary-big national authoritarian fascist and socialist movements here back in the same era that nations in Europe and elsewhere fell to them. And here we are again.
